Taksing cut-off, food crises looms

Daporijo, Jul 30: Taksing, the most remote circle near the Indo-China border in Upper Subansiri is cut off from the rest of the country due to incessant rain triggered landslides and destruction of many hanging bridges over Subansiri River.

With the washing out of the Yang and Desbung hanging bridges by Subansiri River, an imminent food crisis looms in the villages in Taksing. The transportation of food items and basic amenities have stopped due to the communication being cut off.

A villager informed that there is no production in the villages and are solely dependent on the PDS supply. However, due to non supply of adequate rice to the villagers, we have to face lots of problem since last couple of months, added the villager.

He further informed that, some bags of rice were airdropped through the Indian Army helicopter during June, but it wasn't enough for the villagers as only two to three kgs were distributed to each household. Along with the villagers, the government employees working in the area are also suffering due to the problem. Students of Taksing village are also unable to join their schools in other places.

Meanwhile, representatives of Taksing area, comprising of PRI leaders, villagers, All Taksing Farmer Society and Nah Welfare Society have submitted a memorandum to Chief Minister for immediate solution to the problem being faced by the villagers in the area and appealed for reintroducing the head load carriage system of ration for the convenience of the villagers.

They stated that due to the pathetic condition of porter tracks, foot and suspension bridges, log bridges, ladders and non connectivity of road from Tama Chuchong to Taksing circle, people of the area have to face various problems every year and lacks development.

Earlier ration was brought by people through head load carriage during the dry months which generated employment opportunities for the local people and the service was satisfactory for the villagers.

But the introduction of airdropping system since March 2016 has adversely affected the employment opportunities of the local people in the area.

Further, the memorandum stated that airdropping does not meet the requirement of the area and there is no certainty of the dropping of rations due to weather conditions.

ITANAGAR, Jul 30: Chief Minister Pema Khandu accompanied by Union Minister of State for Home Affairs Kiren Rijiju and Deputy Chief Minister Chowna Mein made an aerial survey of flood-affected areas in eastern districts of Lohit, Namsai and Changlang.

More than 3 lakh people have been affected by flood in the eastern districts of Arunachal Pradesh.

Legislators from affected areas that included Chowkham MLA C T Mein, Bordumsa MLA Nikh Kamin, Namsai MLA Zingnu Namchoom and Nampong MLA Laisam Simai also accompanied the Chief Minister who was briefed about the flood situation during the aerial survey.

The high level team had a look at the flood condition in areas of Wakro, Namsai, Mahadevpur, Lekang, Jairampur, Miao and Chowkham.

In a flood review meeting held at Namsai, Pema informed that funds for immediate flood relief through National Disaster Response Fund (NDRF) and State Disaster Response Fund (SDRF) has been placed with the department of disaster management from where it is being disbursed to the affected districts.

Accordingly, he gave necessary instructions to Chief Secretary Shakuntala Gamlin, who had accompanied him for closely monitoring the immediate relief and restoration activities.

CM instructed Namsai Deputy Commissioner RK Sharma to keep adequate provisions to meet any ration shortages for people camped in relief camps in the affected areas.

Pema informed that he has been monitoring the flood situation personally and had earlier requested the Deputy Chief Minister and all local legislators from affected areas to take stock of the flood situation in their respective districts.

He requested the people to cooperate fully with the inter-ministerial team from the centre who would be visiting the affected areas soon - to help them prepare an "in-depth assessment" and submit its report to the Union Home Ministry "expeditiously."

Also briefing about the actions being taken by the centre and the state on the flood situation, Union Minister Rijiju informed that Arunachal's quota for flood-relief funds will be disbursed soon. Rijiju also promised to render all possible help through the centre.

Tezu MLA Dr Mohesh Chai who joined the visiting team at Namsai handed out the flood report of Lohit district to the Chief Minister and urged for precautionary and preparatory measures to be taken as another wave of flood could likely occur in September.

C M Sharma, Under Secretary (DM), Vikash Anand, PS to MoS (Home), Hage Kojeen, Commissioner (health) and Modak Ngomdir, Chief Engineer (WRD) were also part of the Chief Minister's aerial survey.

Govt officials donate Rs. 3.90 lakh for Aalo-Bam road

AALO, Jul 30: The government officials of West Siang have donated their half month salary for maintenance of Aalo-Bam road.

An amount of Rs.3, 90,000 was handed over to M/S T.K. Engineering Construction Ltd at a function held at Bagra village on July 29.

The DC, ADC, EACs, COs of DC office Aalo including head of departments like PD, DRDA, DFCSO, DLRSO and Superintendent Tax & Excise donated their half months salary.

West Siang DC, Pige Ligu disclosed that though the amount is negligible for undertaking big repairing works, but it just a gesture and encouragement to gear up repairing works to be started at various vulnerable points. Informing that the work has not been officially handed over to T.K. Engineering and the administration cannot pressurize the company to start the work at desired pace, the DC appealed the people of Pusi Bango to keep in touch and cooperate with the construction agency.

Local leaders Anchal Samiti Chairperson, M. Bagra, ASMs, Dagli Doje, Takpu Bagra, Kirnya Bagra, and GBs of Angu and Bagra village apprised about the problem they have to face everyday due to the pathetic condition of the Aalo-Bam road. Stating that the villagers have been mobilized to allow construction of the road even without receiving the compensation from the Govt. on repeated appeal by the district administration,

but repairing works and road cutting is not going at a desired pace, the local leaders requested the district administration to ensure that the company takes up the works as per commitments made.

DLRSO, Takam Titus disclosed that the compensation for the people of Pushi Bango for the said stretch of land will be distributed in the CO's office after finalization and people should not make problem in the issue and go to court to linger the construction process. He suggested the school authority to demarcate the school boundary and obtain LPC instead of allotment order as school may not be in a position to pay revenue regularly.

Meanwhile, the DC also visited the Doke Primary School and Angu Upper Primary School. Finding that the Doke Primary School was closed on the day of the visit, the DC expressing disappointment asked the two teachers to shift in their quarters immediately within a week to attend school from Basar and Sodo Doke. Doctors appeal for fair trial

ITANAGAR, Jul 30: While reacting to the recent arrest of a doctor in Ziro on charges of molestation, Arunachal Pradesh Doctors Association and Indian Medical Association, Arunachal Pradesh branch in a joint statement has appealed for a fair trial.

It further said that the manner in which the unfortunate incident is blown out of proportion in the social media is also very unfortunate and uncalled for.

The organizations also appealed to the public, NGOs, public leaders and local citizens not to take law in their hand and let the legal system take its due course while adding that they should not provoke the already volatile situation and give it a communal colour.

They further appreciated the district administration and police of Ziro for proactively tackling the situation and maintaining law and order.

IT-enabled survey management system goes online

ITANAGAR, Jul 30: The online Survey Management System was launched by Chief Minister Pema Khandu at Chief Minister's Office in presence of Deputy Chief Minister Chowna Mein on Saturday.

Launching the system, Chief Minister lauded the innovative idea and exuded hope that the people will actively participate in the survey in large numbers.

Deputy Chief Minister Mein opined that the people's participation in this online survey management system would keep the govt alert.

The survey management system will allow people to participate in online survey on various developmental issues of the State and enabling people's participation in governance.

The first survey deals with three main issues faced by the citizens of Itanagar-Naharlagun, viz. Traffic problems, Garbage Disposal and Road Conditions. Framing 11 questions within a light web-frame, this poll is the first step of the Chief Minister's IT-driven governance which offers the citizens of the state to take part in the governing process. Since the system is a web based tool and responsive for multiple device compatibility, the system can be accessed via a link through any mobile device or computer with internet connection.

This system is completely anonymous and secure. To participate in the survey, citizens can log into - http://arunachalopinionpoll.in. The survey will remain open for one week. (PRO, CMO)

Rain devastated Lumla limping back to normalcy

Tawang, Jul 30: Devastated by rain and landslides, Lumla Sub Division is limping back to normalcy.

"Despite the challenges, we have managed to avoid any major calamity in terms of loss of life, many infrastructures, both private and Govt, have been damaged and the magnitude of these damages has been quite huge", Lumla ADC Mika Nyori said.

He was addressing an emergency meeting convened by Lumla administration to take stock of the ongoing restoration activities in the Sub-division.

"We have received damage reports from various departments for which a preliminary assessment has been made. Reports of damages are pouring in every minute and the SDMO has been instructed to verify the reports and to table them before the Sub-Divisional Executive Committee at the earliest", he added, asessing the situation.

Though electricity has been partially and water supply temporarily restored, road network remains disrupted at many places.

"Restoration work was carried out despite continuous rains", G. Doni, AE (elect) reported.

"All the HT/LT lines are on fabricated lattice poles which have outlived its age, therefore not dependable to maintain stable and healthy power supply. All rusted fabricated lattice poles are required to be replaced with tabular poles", he informed.

Meanwhile, Govt Middle School Thongleng remains closed. The school had made a miraculous escape as a land slide, only metres away from the school washed away three houses and buried alive a senior couple and left another three injured on April 22 last.

Headmaster BB Singh said, "In my entire career, I have never witnessed something like this. Most of the students come on foot, but as there is a massive slide just next to the school, the students could not make it for the classes. Even teachers who come from nearby places could not reach and so we are compelled to shut the school".

Union claims shortage of teachers, seeks revocation of transfer

DAPORIJO, Jul 30: Informing that the many government schools in Siyum, Nacho, Limeking, Taksing have been functioning without adequate teachers, the Siyum, Nacho, Limeking, Taksing Students Union (SINALITASU) has on Saturday appealed to the concern department not to transfer teachers from the said areas.

The Union claimed that despite repeated requests to the concerned department regarding the shortage of teaching faculty in various schools of the area, the department has transferred some of the teachers to other areas.

While expressing concern over the recent transfer of three teachers from Government Secondary School, Nacho, the Union has appealed to the education department for immediate revocation of the transfer order of the trio.

'There is shortage of teachers in the school but the department has been transferring the teachers without any reliever to replace them, which will hamper the classes of students', the Union added.

AWAZ demands unbiased investigation

ITANAGAR, Jul 30: Apatani Women Association Ziro (AWAZ) has sought unbiased investigation into the Ziro molestation case and just process that is expected from the law and order. It is imperative that the public remain unbiased and supportive in the promotion of justice by our Association without retorting to any kind of violent activities in reaction to the case. There should be no delaying in the deliverance of justice to the victim, it said as condemned the alleged molestation and attempt to rape of an Apatani woman by DMO, Lower Subansiri Dr. Moli Riba at the workplace on Thursday.

The incident highlights the plight of women subjected to such activities that has continuously been under the wraps, said a statement while applauding the bravery of the victim who has come forward despite the pressure of being a woman.

"It has been a struggle for women in an Indian society to have a voice in the condition of social barricades that says it gives women the rights but the moment she reacts to such cruel incidents she is seen as the promoter of the injustice done to her rather and her integrity is questioned", the organization added.

RHEP employees to continue with 5th phase of agitation

ITANAGAR, Jul 30: The All Local & Non-Tribal 89 Days Basis Employees of Ranganadi Hydroelectric Plant, has in a release on Saturday informed that they will continue with their 5th phase of 20 days agitation beginning on Aug 1 next.

The employees stated that even after the lapse of 2 years, the management of NEEPCO has not fulfilled their demands regarding regularization of their jobs. They were going to hold their 5th phase of agitation from Jun 20 last, however, in a meeting held between the district administration and the management of NEEPCO it was decided to suspend the agitation following the latter's assurance.

The issue was later placed before the Assistant Labour Commissioner under the Industrial Dispute Act 1947 but after two hearings held on June 23 and July 27 last, it was declared that the hearing was a failure due to the adamant attitude of the NEEPCO, the release added.

AAPSU seeks policy on flood control

ITANAGAR, Jul 30: All Arunachal Pradesh Students' Union (AAPSU) has urged the state government to come out with a concrete policy to deal with repeated floods and other calamities. Strict directions should be given to all the district administrations for creating mass awareness about floods and preventive measures to be taken, the Union further said as it express disappointment at repeated floods especially in Namsai, Changlang including man-made flash floods in various parts of the state.

The union further requested MOS, Home Kiren Rijiju to help the state in getting central relief package for the flood and other calamities hit areas in the state.

Meanwhile, AAPSU, All Namsai District Students' Union, All Tai Khampti Singpho Students' Union and Team Changlang, Lohit, Longding, Anjaw, Namsai, Dibang & Tirap has appealed to all section of the societies including NGO's, Political Parties; Community based organizations to come out to help the flood victims of the state.

AAPSU has further asked the citizens to come forward to donate for the cause of the flood victims at a donation camp being set up RGU campus on Aug 1.

AES felicitates meritorious students

ITANAGAR, Jul 30: In a bid to encourage and imbibe competitive temperament among students Aka (Hrusso) Elite Society (AES) felicitated its meritorious students and sports persons in an impressive but small function held at Bhalukpong on Saturday. At least six class X students who have performed well in CBSE examination were felicitated. Among the meritorious students were Tenzing Sidisow who cleared AP-JEE, Tachin Sidisow (NERIST forestry), Miss Neeshi Jebisamam for securing fifth rank in BA, RGU exam in the English department, Tage Dususow(BA Political 1st class St Xavier Mumbai), Miss Anjali Sagrosamam (Judo) state best player(women) in state level Judo Championship 2016 and Vijay Lipjiyang, a social activist. Speaking on occasion AES President Govardhan Nimasow lauded the meritorious students and wished them success in future. Stressing on importance of education, AES president assured to extend kind to students.

Health camp at Changlang

CHANGLANG, Jul 30: A health camp was organised by DUDA, Changlang at District Hospital in collaboration with Changlang Township Trade and Commerce Association under Swachh Bharat Mission.

Attending the function, SDO, Changlang Nampang Wangjen stressed on developing the habit of maintaining cleanliness in and around Changlang Township.

Resource person, DRCHO Dr. Tope Yomcha spoke on necessary safety measures to be adopted while lifting and disposing garbage. Free health checks of the sanitary staffs were also conducted during the programme.

Later, Pledge of Swachh Bharat was taken by the participants comprising of sanitary staff of DUDA, Changlang and members of CTTCA.

CM lauds Nature Unlimited Team for saving lives

ITANAGAR, Jul 30: Chief Minister Pema Khandu has lauded the Nature Unlimited Team namely, Bomin Tayeng, Nongki Perme, Asang Modi, Ram Sharma and Kaling Lego for displaying extraordinary act of bravery by rescuing passengers from a drowning country boat at Dibang river on July 28 last.

It was reported that a country boat carrying around 20 passengers while crossing the Dibang River in between Bizari to Jia on July 28 due to a mechanical failure was swept away by the river and got stranded in the middle of the river. On receiving the information, these five young boys acted swiftly by putting their lives at risk and safely rescued and evacuated all the passengers from the boat which was in danger of drowning.

In his message, Chief Minister has commended the exceptional bravery displayed by the youths. (PRO, CMO)

Mission Director (NHM) seeks investigation

ITANAGAR, Jul 30: The Mission Director (NHM) GoAP, has sought investigation into rumors regarding some unscrupulous people reportedly collecting huge amount of money in his name against the jobs advertisement No. APRHM/2016/036 dated 13/07/2016 for the post of Staff Nurse and ANM and Advt No. APRHM/2015/018 dated 14/07/2016 for the post of MO (AYUSH/BDS), District Early Intervention Center Manager and Consultant (RBSK) under National Health Mission.

Informing this in a release on Saturday, the Mission Director (NHM) said that an FIR has also been lodged with the Naharlagun Police Station in this regard. He further appealed the authorities to investigate into the matter and bring the culprits to book at the earliest.

Award strict punishment to culprit

ITANAGAR, Jul 30: Strongly condemning the Jul 28 last, incident involving alleged sexual harassment of a staff by DMO Ziro, Dr. Moli Riba at his office chamber, the All Ziro Hapoli Youth Association (AZHYA), All Diibo Youth Forum (ADYF) and General Medical Colony Welfare Association (GMCWA) have in a joint press release on Saturday demanded exemplary punishment for the culprit.

While demanding early justice for the lady employee, the AZHYA President, Michi D Chobing urged all sections of the society to stand united while fighting against such crimes committed in the state.

Cleanliness drive at DFP office

ITANAGAR, Jul 30: A cleanliness drive 'Swacch Bharat Abhiyan' was organised at the Regional Office, Directorate of Field Publicity, GoI, Senky View, Itanagar on Saturday.

The officers, staffs and family led by Director, Dr. H.R Keshavamurthy come out and cleaned the office premises by clearing the weeds and small plants. The cleaning drive has been undertaken as part of Swacch Bharat Pakhwada drive observed by DFP to keep the office and it's surrounding clean, stated a release.

Social service conducted

NAHARLAGUN, Jul 30: A social service was organised from VV Giri Gate to G-Extension Naharlagun by Eco-Tourism Society of Arunachal Pradesh on Saturday. The market area was cleaned by around 52 people participating in the programme which was also joined in by Councilor Ward 24, Lishi Yopu. The society also made aware the shopkeepers to keep their shop surroundings neat and clean.

Landslide damage house

ITANAGAR, Jul 30: The ASM of Homi Dogha panchayat Lingdum Taku informed that two houses have been damaged by landslide at Magne village under Tali circle of Kra-Daadi district last Tuesday. The owners were identified as Lindum Tadhak and Lidum Tanang. No casualties were reported however properties were damaged during the incident.

Govt relief demanded

ITANAGAR, Jul 30: Chambang CO along with ZPM, ASM Rongte Rire and other PRI leaders, GBs and HGBs visited the affected paddy fields and cardamom gardens and landslide affected area last Wednesday. They have urged the state government to provide immediate relief to the affected farmers.

Meanwhile claiming that Rongte Rite Anchal Segment has no quarter for the staff of PHC, they have demanded for constructing staff quarters as soon as possible.

Higio initiative for cleaner and greener ward

ITANAGAR, Jul 30: Councilor Ward no 11 Higio Aruni convened a meeting of her ward to come up with ways and means to make the ward a cleaner and greener place recently.

The denizens of the ward were requested to dump the household garbage only in the pickup vehicle, which would arrive three times a week on Monday, Thursday and Saturday between 9 am to 9:30 am. Aruni would bear the expenses to dispose of garbage for the month of August, after which it would be collectively done by the residents. An awareness campaign from door-to-door campaign on the issue had also been carried out.
